Making Coverage More Affordable: The Wisconsin Healthcare Stability Plan

Since 2018, Wisconsin lawmakers have consistently made a bipartisan commitment to stabilizing the individual market through the Wisconsin Healthcare Stability Plan (WIHSP), a state-based individual market reinsurance program. WIHSP was established to support a stable individual market through lower premiums and more choice.

WIHSP is a documented success and high-value state investment. In each of its three years of operation, the program has contributed to year-over-year reductions in average gross premiums—even after accounting for factors that usually lead premiums to rise annually. WIHSP has also contributed to more health plan choices for individual market consumers.

As the Office of the Commissioner of Insurance (OCI) has implemented and operated WIHSP, the Association has provided feedback on behalf of member health plans. See below for recent Association comments on WIHSP.
