Covering Wisconsin's State Employees

Association members provide coverage to most of the participants in the State of Wisconsin Group Health Insurance Program (GHIP), which covers 240,000 active and retired public employees and their families.

The fully-insured, market competition model used in the GHIP today is one of the most effective models in the country in controlling health care costs, as demonstrated by annual premium trends that are consistently below national cost trends. The GHIP is also an integral part of the broader commercial health insurance market in Wisconsin.

As the Department of Employee Trust Funds (DETF) and Group Insurance Board (GIB) act in their capacities as administrators of the GHIP, the Association makes recommendations and provides feedback on behalf of member health plans. Below are recent Association comments on key aspects of the GHIP.
