John Nygren

Chief Executive Officer

John joined the Association as Executive Director in 2020, after a 14-year career in the Wisconsin State Assembly. During his legislative career, John served as Co-Chair of the Joint Committee on Finance and Vice Chair of the Assembly Insurance Committee, making him a key voice on insurance and health care policies.

Kyle Caudill

Director of Government Affairs

Kyle leads Association advocacy efforts with the Wisconsin State Legislature. Before joining the Association as Policy Manager in 2023, he served as a legislative aide and later as Legislative Affairs and Policy Director to the Milwaukee County Executive. He is a University of Wisconsin Law School graduate and member of the State Bar of Wisconsin.

HJ Waukau

Director of Government Programs

HJ joined the Association in 2024, bringing 18 years of experience in government, private, and non-profit sectors. He most recently served as Legislative Director for the Wisconsin Department of Health Services. He holds a Master’s in International Public Affairs from UW and a Bachelor's in Political Science from CU.

Jim Stoa

Director of Policy and Member Engagement

Jim joined the Association in 2024 after a role as VP of Government Relations for the WHCA. He has led advocacy efforts and regulatory compliance for health care facilities and served as a Chief of Staff to a Wisconsin State Senator. Jim holds both a Bachelor’s and a Law degree from UW.
